There is no explanation
Even author JK Rowling never gave an explanation for this plot hole. Pettigrew was a well-known name, especially among the students at Hogwarts. So it was unlikely that Fred and George had ever heard of him before, but they did notice that Pettigrew was always around Ron.

Fans came up with the explanation that Fred and George simply hadn’t used the card in years before giving it to Harry Prisoner of Azkabanbut this is very far-fetched.
