The Ministry of Education, Culture and Science (OCW) works on a smart, skilled and creative Netherlands. The Communications Department is looking for a spokesperson for the Minister’s publicity advice and guidance.

The Communications Department advises Ministers, Senior Officials and Policy Officers of the Ministry of Education, Culture and Science on policy development (communication). We are there for the press and the public, for politics and regulation. As a spokesperson, you know how to translate signals from politics, society, and regulation into innovative media strategies and persuasive advice to a minister. Even with divergent interests and when time pressure is high.

As the Secretary’s spokesperson, you are a valuable sparring partner to your colleagues in politics. As a team player, you work closely with other spokespersons, communication consultants, environmental analysts, online editors, speechwriters, public appearance consultants, and MTs of the Directorate of Communications. Whether it is a business visit to a school, an interview for the news, or a debate in the House of Representatives on the quality of education; Translate politics into impactful (social) media strategies.

You will serve on the panel of spokespersons responsible for policy topics: Higher Education, MBO, Science, Culture and Liberation. Together with the different disciplines within the Communication Department, you can communicate in the short and long term and have insight into the department’s policy priorities. You work directly with the Minister and the people around him. This includes policy advisors, general managers, directors of relevant departments, political assistant, official secretary, and employee who maintains liaison with the House of Representatives. You jointly supervise the minister’s field of activity. You have a good sense of politics, think ahead and include your political air in your advice. Furthermore, you are a conductor and work well together within and outside your team while understanding what the organization or network needs. Furthermore, you have insight into what is happening in the community. You keep these three dimensions in balance: our policy subjects environment, our organization and our politics.

When the environment is chaotic, you remain undisturbed. During a crisis you are flexible, calm and meticulous. You can supervise the situation. At the same time, she comes up with suggestions to break away from existing conventions, habits, and procedures if the situation calls for it. You are brave, proactive, inquisitive and like to be inspired by what is happening around us. You can think critically (against) and aren’t afraid to veer off the beaten path and think outside the box.

You speak and write easily, phrased accurately and in the right accent. Moreover, you are sitting relaxed at the table with ministers and senior officials. When necessary, offer inconsistency: you are confronted – on the basis of analysis and experience – with constructive critical advice. In dialogue with journalists, teachers, students and policy colleagues, you are open, sympathetic, thoughtful and sharp.

You harness the power of (social) media and contribute to the creation of content for various communication channels, paying attention to the growing role of images and video in communication. You are an inspiration to your colleagues and would like to share the experiences you gained elsewhere. In addition, your colleague can replace the spokespersons in their absence. It goes without saying that you are willing to work hard and irregular.

Work requirements

You have an academic level.
You are a strong advisor and discussion partner and then carry out your advice just as easily;
You are a conductor in the management of communications, both in terms of content and process, and you also understand the work of your colleagues in various fields very well;
You are curious, have a wide political and social interest, and are constantly informed of the latest news;
You have work experience in one or more areas that you will have to deal with as a spokesperson: journalism and/or (social) media, politics, policy making and/or implementation or advocacy;
You can deal with irregular working hours, peaks and dips in work pressure.
Be able to build and maintain multiple networks, including those with journalists;
You love teamwork and know how to motivate colleagues in the department and include them in your plans;

Salary level: 12 . scale
Monthly salary: €3,919 min – max. 5.825 euros (proto)
Recruit: Fixed-term employment contract for an indefinite period

Other terms of employment
